Charles Trainor, Internal Auditor, Management Audit Conultants, Inc.;
School districts are receiving increased Federal financial aid as part of the government's fiscal stimulus plan. Because there will be increased accountability for these funds, districts need effective financial controls. Boards may wish to sharpen their financial expertise in regard to oversight responsibilities. An audit committee can help by focusing on cost controls and loss prevention thereby ensuring both local and federal taxpayer funds are protected. Board members will identify the tools, resources and strategies they can employ to enhance their financial oversight responsibilities. Board members will learn the importance of internal control concepts and be sensitized to the dangers of micromanaging administrators. Board members will recognize that an active internal control review program will help minimize abuse of district funds and equipment.
